PROGRAM/ DEPARTMENT SUMMARY:

The Urban Climate Change Resilience Trust Fund (UCCRTF) aims to scale up urban climate change resilience (UCCR) especially for the urban poor across 25 secondary cities in Asia, prioritizing seven of ADB’s developing member countries (DMCs), namely Bangladesh, India, Indonesia, Myanmar, Pakistan, Philippines and Viet Nam. The UCCRTF takes an urban systems-centered approach that supports climate change integration into city planning, project development and implementation, operations and knowledge sharing and capacity building, to reduce the risks of increasing urbanization and climate change on urban populations, particularly the poor.

 

Sub-Project 3 aims to contribute to UCCRTF’s overall goal that cities in selected DMCs, especially the poor and vulnerable residents, are more resilient to the direct and indirect impacts of climate change. The outcome is that vulnerable communities in selected UCCRTF supported cities are made more resilient to the impacts of climate change and the outputs are that community resilience plans are prepared, at least 20 community-led projects are implemented, and mechanisms are established to sustain the community-led projects after the project period.

GENERAL POSITION SUMMARY:

Community Resilience Officer will be responsible to provide advice, technical assistance and guidance to the implementation of community based resilience project. S/he will also be responsible in overseeing field team work especially those related to community engagement, ensuring capacity building and ability of the community to prepare resilience strategy, prioritizing resilience project, and its implementation. S/he is expected to lead strategy development that will ensure sustainability of the community resilience project with focus on ensuring that the community-led projects are integrated into government planning processes and can continue beyond UCCRTF support.

ESSENTIAL JOB FUNCTIONS:

  1. Providing advice and technical assistance and ensuring meaningful community engagement
  2. Leading strategy development and ensuring trust and relationships are built between community and city government
  3. Providing advice in identification, design, and implementation of community-based resilience project that can contribute to city resilience
  4. Provide advocacy support and advice to ensure community based resilience project is integrated into government agenda and sustain beyond UCCRTF support
  5. Provide guidance and technical assistance for capacity building to local teams which includes community, local NGOs, and government in resilience strategy development, project prioritization, and implementation
  6. Supervise design and support of the data compilation and analysis, interviews, surveys or questionnaires to support the development of Community Resilience Strategy.
  7. Maintain good relationships with city stakeholders so they have increased stewardship and ownership of this program activities and outcomes over the life of the program and beyond
  8. Provide technical expertise and advise in identifying the needs of information, education, and communication materials such as infographics, fact sheets, newsletters, project portfolio, web and journal articles, and other forms of digital or published communication that capture outcomes of the program processes and findings for a wide range of audiences and make it accessible in English and Myanmar.
  9. Assist in any other tasks or duties assigned by the Program Director or Country Director related to climate change work.
  10. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in Myanmar.

Accountability to Beneficiaries

Mercy Corps Myanmar team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: Engineer, or other related project staff

ACCOUNTABILITY: Reports directly to Urban planning and climate change resilience expert/team leader

WORKS DIRECTLY WITH: Project teams and local project implementers

KNOWLEDGE AND EXPERIENCE:

  • 10+ years experience in climate change adaptation, DRR, and/or urban resilience
  • Experience in working together with local community, including building capacity and ownership
  • Proven track record of facilitation and capacity building for local stakeholder
  • Ability to design training and facilitation materials
  • Proven track record to manage and work with multiple stakeholders, including government, private sector, and donor agencies
  • Experience in networking and project implementation, and documentation related to climate change issues, and government climate change initiatives and actors.
  • Experience in managing budget and reporting is essential.
  • Familiarity with development of city government planning is essential.
  • Possess strong communications skills and has experience working as part of a multi-disciplinary team.
  • Fluency in English verbal and written communication is mandatory.
  • Ability to multi-task, follow procedures, meet deadlines and work independently and cooperatively with team members essential.
  • Candidate must be willing to travel regularly domestic and international
  • Candidate must be willing to work when required during evenings and weekends for travel to and/or meetings if necessary

  • Able to conduct gap, asset, and needs analysis of city stakeholders including the community for identification and development of implementation strategy
  • Able to produce quality project deliver and reports that allows understanding of progress, challenges, and achievements.
  • Able to develop strategy for project implementation, relationship building, advocacy to city government agenda and policy, and community engagement
  • Able to be flexible and apply adaptive management throughout the period of program implementation
  • Excellent communication and interpersonal skills
  • Proven ability to work in a diverse, multi-cultural contexts, and motivate and support team members across a range of operating environments

LIVING CONDITIONS: Based in Yangon with possible travel to project areas domestically and internationally
